Since August 2013, the Fels Institute of Government at Penn and the Rockefeller Institute of the University at Albany-SUNY have co-sponsored a national network of researchers in 35 states studying the implementation and evolution of the Patient Protection and Affordable Care Act of 2010, widely known as Obamacare.

Members of the media are invited to cover the conference where preliminary findings of the research project will be discussed. The featured speakers will include Steven Fluharty, dean of the School of Arts and Sciences at Penn; John DiIulio, professor of political science at Penn; Joe Klein of Time magazine; Alice Rivlin and Elaine Kamarck of The Brookings Institution Center for Effective Public Management; project director Richard P. Nathan of Rockefeller;  E.J. Dionne of The Washington Post; and Stuart Butler of the Heritage Foundation.
