“Not only is it likely that incremental policies will do little or nothing to affect global warming, but certain incremental policies, including state-level efforts like the Regional Greenhouse Gas Initiative might also worsen the global climate-change problem because of situations where a stringent climate-change policy unintentionally induces an increase in emissions in another jurisdiction with a less stringent or nonexistent policy.“
