Expert comment: Chronic Homelessness: 12% Drop

The U.S. Department of Housing and Urban Development (HUD) plans to release a report today noting a 12% decline in the number of chronically homeless adults over the last year.  The University of Pennsylvania has an expert in homeless issues whose research indicates that only 10% of homeless people are chronically homeless, but they use 50% of emergency-shelter resources.
