it harder to win - and then it's making it harder for whoever wins to

govern. Voters are increasingly cynical about politics and about

government's ability to work.  We're unlikely to move far on either count

without a change in the way politicians and voters talk to each other.  The

success of the next president, regardless of party, depends on it."
