tier or multi-tier system in China is certainly possible. In fact, it already
exists. When I stayed at a hotel in Beijing University, a person paying a certain
high amount could access the ‘entire’ while a person paying the lower amount –-
usually what Chinese nationals could afford -- could only get the university’s
intranet and sites within China.”
